Oxford is a place where route knowledge needs updating, not just memorising. The traffic filter trial introduced in September 2026, the separate Zero Emission Zone and the approach to a destination such as the John Radcliffe Hospital all affect planning. A good lesson helps you separate those questions while developing the observation and control needed on the road itself.
Learn and Drive welcomes Oxford enquiries through its UK-wide service. Contact us to confirm instructor availability and arrangements for your postcode. This guide explains local learning context; it does not promise a particular instructor, teach a fixed test route or grant permission to use restricted roads.
First, distinguish the two schemes
Traffic filters and the Zero Emission Zone answer different questions. One concerns whether a car may pass a particular restriction at the relevant time; the other concerns emissions-based charging within a defined area. A vehicle's position under one scheme does not settle its position under the other.
That distinction matters when choosing a tuition car, planning private practice or following directions received from someone who last drove in Oxford before the recent change. Before travelling, check the current official information for the actual vehicle and route. Do not try to resolve permits or payments while driving.
Our course options can help you discuss the learning format you need. Tell the instructor about the journeys you want to make and any access questions already identified. Preparation should reduce uncertainty, while the instructor decides which driving tasks are appropriate for your stage.
Traffic filters replaced the temporary congestion charge
Oxfordshire County Council announced that its traffic filter trial would start on 28 September 2026, replacing the temporary congestion charge. The important change for car drivers is that paying the former £5 charge is no longer a way to pass through a filter. Relevant permits and exemptions must be checked instead.
The council says destinations remain reachable by car without passing through a traffic filter, although a different route may be needed. Its current traffic filter hub provides the locations, operating times, permit information and hospital access guidance. Use that current map rather than assuming every filter has the same operating arrangements.
For learning, the challenge is not remembering a list of cameras. It is preparing a lawful route and recognising when road signs require you to change a plan. A satnav route, an old shortcut or the car ahead is not proof of permission. If you cannot take an intended turn safely or lawfully, continue on an appropriate route and let the instructor help you recover.
An exercise can begin away from traffic: identify a destination, compare possible approaches and explain which information would need checking. Once driving, the focus returns to signs, lane position, people crossing and the space around the car. An early plan is useful precisely because it leaves more attention for those immediate decisions.
The ZEZ remains a separate vehicle check
The council's Zero Emission Zone explanation describes the small pilot area that became operational in 2022. Petrol and diesel vehicles, including hybrids, incur a daily charge when driven in it between 7am and 7pm unless a full discount or exemption applies. Zero-emission vehicles can use the zone without that charge. Wider expansion remains a proposal subject to further work, not a reason to treat the whole city as the current zone.
For a learner, that means checking the actual car, not relying on a general description such as “modern” or “hybrid”. If a family member provides a different car for private practice, repeat the relevant checks. Their experience with another vehicle does not establish the position for yours.
Equally, avoiding a ZEZ charge does not authorise a turn through a traffic filter or another restricted street. Keep vehicle eligibility, route access and parking as separate parts of preparation. Combining them into a single idea of “allowed in Oxford” is where misunderstandings begin.
A John Radcliffe journey: plan for the correct entrance
Oxford University Hospitals' arrival guidance identifies Headley Way as the approach to the John Radcliffe and specifies OX3 9DU for routefinders to reach the correct entrance. It describes approaches via the A40 and Marsh Lane or via Headington and London Road, and asks drivers to check traffic filters before travelling.
The hospital also distinguishes patient drop-off areas from parking, warns that parking is limited and makes clear that it is a private site with its own restrictions. Those details are useful for a genuine appointment; the hospital is not offered here as a place to practise manoeuvres.
Use the example to understand what a complete arrival plan contains. Which department or entrance is needed? Is the driver parking or helping a passenger at a permitted drop-off point? What happens if there is a queue or no space? An appointment time is not a reason to stop somewhere unsuitable or block access.
In a lesson, an instructor can develop the same skills at a suitable location without entering hospital grounds. Practise noticing signs early, choosing an appropriate approach and accepting that the final stopping point may differ from the destination pin. That is especially useful for learners whose future driving will involve appointments or supporting relatives.
Make changing plans part of learning
It is tempting to judge a lesson by whether you followed the intended route exactly. A better question is whether you responded safely when the route changed. Did you leave enough time to observe? Could you continue calmly after missing a turn? Did you ask for help before uncertainty became a rushed decision?
Discuss one such moment after each lesson and agree what to practise next. As confidence develops, the instructor can vary the starting point or destination so that you apply the same reasoning in a new situation. The goal is not dependence on a memorised Oxford circuit.
